Amir served as Head of the Tax Department at the Israel Innovation Authority, where he was responsible for advancing tax incentives for technology and hi-tech companies. In that role, he accompanied companies through complex tax processes, developed schemes to encourage investment, and led significant changes in tax policy. In addition, he represented the Innovation Authority in professional forums and international conferences, and was a partner in creating innovative tax tools for the Israeli hi-tech industry.

Before joining the Innovation Authority, CPA Amir Gonen accumulated significant experience at the Israel Tax Authority, where he served as a senior inspector in the International Taxation Unit and dealt with the assessment of individuals and multinational companies. He also held a senior managerial role in the International Department at Ernst & Young (EY), where he specialized in international tax planning, and managed the tax department at the Doron Barzilay Law Firm.
